JAPAN WORLD EXPOSITION 1970 COMMEMORATIVE (JEC) FUND GRANT
KANSAI OSAKA 21ST CENTURY ASSOCIATION
The KANSAI OSAKA 21st Century Association is accepting applications for the 2018 fiscal year for grants from the Japan World Exposition 1970 Commemorate (JEC) Fund. The JEC Fund offers the grant to projects in various fields such as international cultural exchange, international goodwill, academic study, and education.
DETAILED OF THE JEC FUND GRANT
1 Projects qualifying for the JEC Fund Grant
Projects suitable for commemorating the success of Expo '70 and matching the "aim of the Japan World Exposition" (※ 1) qualify for the JEC Fund Grant.:
Projects contributing to international understanding
(1) Projects contributing to international cultural exchange and enhancement of international goodwill
(2) International projects in the fields of education and academic study
2 Total projected grant amount
Approx. 92,000,000 JPY (The total amount for domestic and overseas projects) (The grant money will be remitted in Japanese yen.)
3 Upper limits of the JEC Fund Grant
The amount of the JEC Fund Grant should account for less than three-quarters of the total project expenses applicable to the JEC Fund Grant, in principle. This means that each implementing organization is required to cover more than a quarter of the total project expenses with their own funds, excluding other public grants, etc.
○ Intensive project: Planned to provide grants of up to 10 million yen to a few projects. However, there may be no applicable projects based on the screening.
○ General project: Planned to provide grants to tens of projects up to 3,000,000 yen (Whether the projects are adopted or not will be determined based on the screening.)
* 1 The amount of grant applied for shall be at least 500,000 yen.
* 2 In the event the project expenses to be covered by the JEC Fund Grant are found to be less than the amounts on the application after project completion, the Grant amounts to be paid may be reduced. Any Grant less than 100,000 yen shall also not be paid.
4 Percentage of coverage
In principle, the amount of the JEC Fund Grant to be paid should be within three-quarters of the total project expenses covered by the grant. Accordingly, the amount of the JEC Fund Grant will not exceed three-quarters of the "Subtotal" of the "Expenses covered by the JEC Fund Grant" shown in the "Fund Allocation Table." However, if the applying organization is located in a country whose Gross National Income (GNI) is US$5,000 or less, the organization may receive a JEC Fund Grant of an amount more than three-quarters of its total project expenses eligible for coverage by the grant. For more details, please see the following tables. It should be noted, however, that even if your organization is eligible for more than 50% coverage, please try to prepare a budget that keeps the amount of the JEC Fund Grant within three-quarters of the project expenses if at all possible.
(1) Country where the GNI per capita is US$5,000 or less
Within 90% of the total of the grant-eligible project expenses
(2) Country where the GNI per capita is US$5,000 or less and an IDA (International Development Association) financing qualified country
Within 100% of the total of the grant-eligible project expenses
5 Organizations eligible for the JEC Fund Grant
Eligibility for application is granted to foreign national governments, local governments, and other organizations carrying out projects contributing to the public interest.
* It does not matter whether the applying organization has corporate status or not.
* Individuals and for-profit corporations cannot apply for the JEC Fund Grant.
* Any organization incapable of completing the project cannot apply for the JEC Fund Grant.
6 Acknowledgement of the JEC Fund
Implementing organizations should show an acknowledgement of funding (the JEC Fund) by the Association in at least one of the following items numbered (1) to (3). It should be noted that the grant amount may be reduced or may not be paid at all if the implementing organization fails to show an acknowledgement of the JEC Fund without good reason.
(1) PR materials (e.g., posters, programs, leaflets) and deliverables (e.g., reports, books, image files, DVDs and CD-ROMs)produced for the project
(3) Information board about the project (e.g., signboard)
Implementing organizations should submit the items numbered (1) to (3) above on which an acknowledgement of the JEC Fund is shown. However, if submission of the originals is impossible, photographs or other materials on which the acknowledgements are clearly visible should be submitted instead.
7 Screening of projects applying for the Grant
Applications will be examined, based on the following evaluation items, by the Japan World Exposition 1970 Commemorative Fund screening committee, which consists of external members.
8 Project expenses to be covered by the Grant
The JEC Fund Grant will cover expenses that arise from April 1, 2018 to March 31, 2019 directly necessary for the project that falls under the following categories:
(1) Expenses incurred during the implementation of the Grant eligible project
(2) Payments made for/expenses provided to persons other than the project implementing organization
※However, the following expenses shall not be covered by the Grant:
(1)Routine operating expenses of the project implementing organization
(2)Personnel expenses of the secretariat
(3)Performance fee or reward to be paid to the project implementing organization
(4)Food and drink, sightseeing and attraction expenses, special transportation charges (first class or business class airfare and Shinkansen bullet train first class (green) fare)
(5)Expenses incurred by a person accompanying a participant, etc.
However, expenses incurred by an attendant to a disabled participant may be covered by the Grant.
(6)Payments to an affiliated body of the project implementing organization (i.e., a co-hosting organization, a member organization of the executive committee, etc.)
※For some projects, the expense items to be covered by the Grant shall be specified at the time of the decision on the Grant’s qualification
9 Expense items to be covered by the Grant
The JEC Fund Grant will cover expenses including printing and binding expenses, venue rentals, stage-related expenses, equipment rentals, equipment purchases, book purchases, equipment transportation, travel expenses, transportation between sites, accommodation expenses, interpreter fees, translation fees, etc. Please refer to the “Guidelines for Application” (booklet) for details.
10 Project period
Between April 1st, 2018 and March 31st, 2019
11 Number of applications permitted
Only one application (for one project) is allowed per implementing organization.

2 Period for acceptance of applications
Applications will be accepted between August 1, 2017 and October 2, 2017. (Applications must be received by the Kansai Osaka 21st Century Association during this period.)
Applications not submitted within the period cannot be accepted under any circumstances.
When you submit your application documents to the Association, you need to submit separately a copy of the application form along with the “Grant Application Notification” to the local Embassy or Consulate General of Japan in accordance with the procedure described in the “Guidelines for Application.”

MATTERS TO BE NOTED
1 Notice of results
All of the applicants will be notified of the results in writing (around March 2018).
2 When the grant money is paid
The grant money is paid after completion of the project in principle.
The grant money is paid only after the implementing organization has completed the project, paid all project expenses, and submitted a “Report on Completion of Project” to the Association, which will be reviewed to determine the amount of the Grant.
